副參謀總長陳永康今天表示，依照國際法，未來再碰到對我漁船懲兇的那艘菲律賓公務船，我們可以以海盜船視之。

海軍出身的陳永康表示，這次菲律賓的漁政船在公海射殺我國漁民，不管是為了什麼目的，根據海洋法公約第107條，任何一艘政府船隻要執行任務，都必須明確展示身分，菲律賓的這艘漁政船標示並不明確。

國民黨立委紀國棟質詢，我們是否可以視之為海盜，陳永康表示，我們可以用這個方法對付他。
