以軍違反安理會決議 越藍線進入黎巴嫩

聯合國駐黎巴嫩臨時部隊(United Nations Interim Force In Lebanon，UNIFIL)指揮官塞拉(Paolo Serra) 9日指出，目前聯黎部隊(UNIFIL)仍在繼續調查6日晚以色列與黎巴嫩邊界附近發生的爆炸事件，但目前已經有明確跡象顯示以色列士兵當時侵犯「藍線」，出現了在黎巴嫩領土上，這一行為嚴重違反了安理會第1701號決議。

根據聯合國新聞中心9日報導，聯黎部隊(UNIFIL)指揮官塞拉表示，UNIFIL已經就本次侵犯事件向以色列國防軍表示嚴重抗議，並呼籲其全面配合調查。UNIFIL的一個調查組已經去過現場，並將繼續與黎巴嫩武裝部隊在實地開展合作，以確定與事件有關的所有事實及背景。

黎巴嫩軍方7日向UNIFIL通告，以色列國防軍的一組巡邏人員6日晚跨越了「藍線」，也就是聯合國劃定的以色列從黎巴嫩撤軍線，隨後發生了爆炸，導致幾名以軍士兵受傷。UNIFIL隨後啟動了調查工作。

根據UNIFIL聯合國官方網站的說明，撤軍線，又稱為「藍線」(Blue Line)，是在2000年根據聯合國安理會第425號決議，由聯合國與黎巴嫩和以色列官員，為了確認以色列國防軍從黎巴嫩領土撤軍所劃定。藍線並非黎巴嫩與以色列之間的國界。

依照聯合國安理會2006年8月通過有關結束以色列與黎巴嫩真主黨衝突的第1701號決議，在「藍線」和利塔尼河(Litani River)之間的區域，除黎巴嫩政府和UNIFIL部署的武裝人員、資產和武器外，不應有其他任何武裝人員、資產和武器。
