核四停建是議題非前提

前民進黨主席蔡英文要求舉行國是會議，又設下政府先停建核四前提。馬英九總統表示，他覺得蠻奇怪的，原來對方沒有這個意思，但後來受到某些人影響才這樣。核四是否停建，應該是議題，不是前提，只要不預設條件，大家什麼問題都可以談，但如果大家在見面前，都要設前提，會就可能不容易舉行，因為前提太多了。
