交大教授葉銀華 建議推動「誘因型融資契約」

交大財務金融學系教授葉銀華今天表示，若用傳統思維來考慮專案融資，則專案融資要用到公共建設相當困難。政府和金融機構應更有彈性，允許無擔保品的專案融資，且政府更要像生意人，推動「誘因型融資契約」不能最後還是把風險跟責任，攬到政府身上。

葉銀華出席「專案融資於推動公共建設之實務應用趨勢研討會」發表專題演說。他指出，專案融資就是寫一本企畫書，向銀行融資，而非用土地、保人等方式向銀行融資。

葉銀華指出，專案融資用於公共建設，國際上能成功是在經濟高度成長的時候，讓民間願意承擔風險，但台灣現在這個前提有點弱，近年經濟風險是亞洲四小龍最高。他建議，可推動「誘因型融資契約」，讓承擔風險的人拿到該賺的報酬，讓投資可以運作，跳脫傳統以政府擔保的狀況，這樣專案融資用於公共投資才會變多。
