三中全會報告初稿 傳已出爐

消息傳出，第18屆三中全會報告初稿已經下發至省級部官員，開始徵求意見。大陸媒體報導，中共中央黨為書記習近平7月在湖北武漢講話，要求「更好發揮市場在資源配置中的基礎性作用」，可視為11月報告的基調。

阿斯達克援引消息人士稱，習近平7月24日在湖北召開省市負責人座談會，以「更好發揮市場在資源配置中的基礎性作用」為核心，提出深化改革六大面向，包括形成全大陸統一市場體系、發揮市場在資源配置中的位置；殘善財稅體系，發揮更高水準的開放型經濟體系；提高宏觀經濟調控水平；增強社會發展活力；實現社會公平正義；提高共產黨的另導能力和執政水平。

財稅體制改革備受外界關注，然而上述人士表示，此項改革難度很大，恐怕不容易成為三中全會重點。
