H7N9早已人傳人，大陸認了！衛生署疾管署指出，我方一開始就不排除H7N9可能侷限性人傳人，相關防疫也一直朝這個方向作準備。

疾管署副署長莊人祥表示，目前大陸證實的H7N9家庭群聚感染案例有4起。站在防疫角度，病毒是否從禽傳人進展至人傳人，攸關防疫政策至深。過去無法證實大陸4起H7N9家庭群聚成員的感染源為何，但台灣一直「假設」H7N9病毒已具有侷限性人傳人（同住家人或親密接觸才會傳染）的能力；也於第一時間將H7N9疫情等級定位在第3級（有零星疑似侷限性人傳人案例，但尚無證據病毒會有效性人傳人）。

莊人祥透露，早在5月底世界衛生大會（WHA）舉行之前，我方就已掌握到江蘇省這起父女家庭群聚案例，但始終未獲對岸證實。直到WHA召開的H7N9專家會議中，中國大陸代表才坦承當地H7N9家庭群聚案例已增至4起。

他說，除了江蘇省父女的案例，大陸另3起H7N9家庭群聚案例中，3月底至4月初發病，隨後相繼不治的上海市夫妻因發病時間僅相隔5天，比較不像人傳人。其他上海市父子3人、山東省父子2人先後感染的案例，都不能排除侷限性人傳人的可能。
