台業者觀點／連鎖業 賣菸仍受限

兩岸服務貿易協議，大陸開放台灣規模30家以上的連鎖店可登陸設立公司，持股比率可達65%，讓台灣連鎖業者能享有控股權。連鎖業者認為，在大陸經營，要的不是股權，而是開放業者能自由銷售菸、酒、報刊等商品，台灣通路業者才能與大陸業者平起平坐。

目前大陸對於店數30家以上、且販賣菸酒、書報雜誌的通路零售業，採取保護措施，這類型通路外資持股比重不能過半，這項措施是大陸依世界貿易組織（WTO）規範制定。

連鎖業者指出，大陸對通路管制嚴格，申請開店過程繁瑣，尤其對外資企業的審批流程比陸企嚴格，這些都是業者實際面臨的問題。
